Project Purpose: Continue a feasibility study of infrastructure improvements to Menominee Harbor in Marinette, WI. This project will evaluate potential improvements important to the economic future of the region. The infrastructure improvements will benefit multiple harbor users.

Project Location: Marinette, WI

Amount Requested: $1,300,000

Army Corps of Engineers (Upper Mississippi River/NESP)

Project Purpose: Implementation of the Navigation and Environmental Sustainability Program, which aims to improve the capacity and efficiency of the navigation system through updated lock and dam infrastructure and smaller-scale infrastructure designed to further improve the advantages of towboat and barge transportation.

Amount Requested: $49,300,000

City of Kenosha

Project Purpose: Solar panel project at the Kenosha Innovation Neighborhood. The City of Kenosha is revitalizing a closed auto manufacturing facility and plans to ensure the entire site has as much sustainable and renewable energy as possible, with the first phase of the project, including solar street lights and solar lighting on the first plaza. As part of the City’s commitment to maximizing renewable and sustainable energy use on the site, their plan includes utilizing solar energy for street, pedestrian and bike path lighting.

City of Madison

Project Purpose: Solar project at the Truax Park Apartments complex on the city’s northeast side, serving low-income residents. The City is seeking to install a roof-mounted system of solar panels for the benefit of tenants and the neighboring East Madison Community Center in order to lower utility costs.

City of Racine

Project Purpose: Solar project to offset EV bus charging with renewable energy generated on-site.

South Central Library System

Project Purpose: Roof-mounted solar panels at the new library headquarters in Madison. This project will allow the building to be a model of energy efficiency for its member libraries and the businesses in the surrounding industrial park and allow the library to avoid fee increases.

Fort McCoy- Enlisted Barracks

Project Purpose: Enlisted barracks at Ft. McCoy to provide a permanently constructed barracks building to house 400 Soldiers during annual training and mobilization.

Project Purpose:  Officer barracks at Ft. McCoy to provide a permanently constructed barracks building to house 160 Soldiers during annual training or mobilization.

Project Description: Construction of a new Prairie du Chien Public Safety Center that will house the Prairie du Chien Police Department, Prairie du Chien Fire Department, and local EMS.

City of Viroqua

Project Description: Funding to design and construct a new fire station to replace the current facility to serve as the sole base of operations for the Viroqua Fire Department. The Department provides traditional fire services, public safety services, and emergency medical response to the City of Viroqua as well as the Townships of Viroqua, Franklin, and Jefferson.

College of Menominee Nation

Project Description: Funding for purchase, renovation, and service re-design of an administrative office building in the Neopit community on the Menominee Indian Reservation. This project is essential to begin to bring more direct educational services, economic and entrepreneurial support, workforce development, and other community outreach services to an underserved area of the reservation

Project Description: Funding for construction of a new station to allow Laona Rescue to continue to provide ambulance service to the citizens and visitors to the area.

Marshfield Agricultural Research Station Dairy Facilities

Project Description: Expansion of the facilities at the Marshfield Agricultural Research Station currently used by UW-Madison and USDA researchers. This project will finish the original station plan which remains incomplete by constructing permanent office space, restrooms, facilities for 24-hour animal studies, and indoor meeting space for stakeholders and community groups.

Riverwood Nature Center

Project Description: Establishment of a nature center, providing much needed community facilities, creating jobs and economic development in a rural area of western Wisconsin serving St. Croix and Polk Counties. It will provide a Visitor and Interpretive Center and a Youth & Senior Activity Center, as well as an Environmental Learning Center and additional classroom spaces.

Project Description: Construction of a new food bank serving Western Wisconsin that will allow the organization to not only accept more fresh and healthy food, it will allow them to receive, store and distribute food to all counties in the service region of St. Croix, Pierce, Polk and Burnett Counties.

Project Description: An agricultural museum and community gathering space at the Door County Granary. A rehabilitated Granary will further transform Sturgeon Bay’s waterfront.

Project Description: Funding to partner with the Autism Society of South-Central Wisconsin, Autism Society of Southeastern Wisconsin, and the Autism Society of Greater Wisconsin in order to develop and implement a first responder and criminal justice curriculum, training, and certification program to improve interactions between law enforcement and the Autism community.

City of Madison- Madison Police Department

Project Description: Digital records storage to support retention, maintenance, and accessibility of in-car videos, interview room recordings, and body worn camera video. This modern digital media storage is necessary to ensure the responsiveness and transparency of the police department to individual open records requests.

City of Milwaukee- Milwaukee Police Department

Project Description: Funding to support the Milwaukee Police Department’s initiative to update its current radio system infrastructure, which is reaching the end of its manufacturer-supported lifecycle. The update will improve radio interoperability with surrounding cities and counties, which is critical to responding to crime and collaborating across southeastern Wisconsin.

Wisconsin Shipwreck Coast National Marine Sanctuary Foundation

Project Description: Funding for the Wisconsin Shipwreck Coast Heritage Trail. This project will create a region-wide series of outdoor installations and venues within the Wisconsin Shipwreck Coast National Marine Sanctuary, focused on promoting tourism, recreation, and education in the coastal communities of Two Rivers, Manitowoc, Sheboygan, and Port Washington.

Sojourner Family Peace Center

Project Description: Funding to increase the capacity of the Sojourner Family Peace Center to assist domestic violence survivors in need of restraining orders and offset the cost of providing shelter for survivors of domestic violence. Sojourner Family Peace Center provides crisis response and emergency shelter, systems advocacy, and healing services to address the immediate violence in survivors’ lives.

University of Wisconsin-Madison

Project Description: Funding to construct and implement a scalable, operational water quality information service based on satellite earth observations that will provide timely water quality monitoring information, the development of which will fulfill local needs such as harmful algal bloom alerts, provide informational needs for lake management, support the safety of drinking water supplies and help fulfill reporting requirements of the Clean Water Act on the quality of all surface waters across the state.

Project Description: Funding for the Washington County Police Mental Health Collaborative. This project will pilot the development of an integrated crisis response team to respond to mental health crisis calls, in partnership between the Washington County Police and the Washington County Human Services Department.

Project Description: Replace communications towers and associated infrastructure, including shelters and generators, which support public safety and emergency response operations.

Project Description: Funding to expand entrepreneurial reach across all regions and demographics of Wisconsin, including through regional networking and educational programming workshops for would-be entrepreneurs, with a special focus on rural communities, women and minorities.

Project Description: Funding towards construction of a new building would allow the club to significantly increase program capacity to serve more youth and teens in Janesville.

Boys & Girls Club of Oshkosh

Project Description: Funding towards reconstruction of a new community center, which will include additional classrooms and outside green space for the use of over 1,000 children each year for the county’s largest non-profit youth serving agency. The new construction will address the economic impact for the county at large by bringing as many low-income serving agencies together to work in the same facility to improve the upward mobility for low-income people. By combining services in one location, we will work to help those in poverty to increase their self-sufficiency.

Brown County

Project Description: Funding for a rail bridge project. The Fox Valley & Lake Superior Rail System recently acquired freight railroad lines throughout the state of Wisconsin, including in and around the Green Bay and Appleton areas. Included in this acquisition were three moveable swing bridge crossings over the Fox River in Green Bay and Appleton that have all experienced years of deferred maintenance from the previous operator.

Project Description: Funding for the Woodman’s Community Center, which will create a space for community members of all ages and demographics to participate in a greater range of social, recreational and physical activities and build community resiliency through improved physical, social and mental health outcomes. Project Description: Funding for the Kinker Road (CTH N) Railroad Overpass in Fond du Lac County. The existing highway pavement is in poor condition and is at the end of its pavement life and will require replacement within the next 5 years.

These needed improvements will directly affect the ability of the Tribe to provide transportation services to the membership and the community at large.

Project Description: Funding for the Blatnik Bridge construction project in Superior, Wisconsin. The purpose of the of the project is to provide an interstate highway connection across the St. Louis Bay that does not restrict the movements of freight and provides local, regional, and international movement in a reliable and efficient manner. President Biden visited Superior and highlighted the Blatnik Bridge project following passage of the IIJA.

Project Description: Funding for a skilled trades and manufacturing lab that will serve youth and adults in training, support and placement in family-sustaining wage careers.

Project Description: Funding to construct shoreline revetment to protect one of Madeline Island’s widely used and most at-risk stretches of road along Lake Superior from catastrophic failure. If nothing is done to protect the road, it is estimated to fail due to erosion damages within the next ten years.

City of Kenosha

Project Description: Funding for the Kenosha Shoreline Mitigation Project. These revetment projects will continue to maintain access to the lake front for citizens as well as for response by public safety personnel. It is solving the problem of erosion and it’s providing protection against any storm surges whenever there is high water, or anything that could impact the shoreline. This then allows for people to do recreation in the parks, marinas, and beaches.

Project Description: Funding for construction of a multi-use community safe room to benefit the entire surrounding Ladysmith, Wisconsin community, providing life safety for a population of 820 people to EF5 Tornadoes. During the day, the safe room will primarily protect students, staff, teachers, and volunteers at the Ladysmith Middle/High School building, and have areas for the general public within a half-mile radius of the school district.

Project Description: Funding for construction of a multi-use community safe room to benefit the entire surrounding Medford, Wisconsin community, providing life safety for a population of 2,273 people to EF5 Tornadoes. During the day, the safe room will primarily protect students, staff, teachers, and volunteers at the Medford High School (also the elementary and middle school building), and also have areas for the general public within a half-mile radius of the school district.

Project Description: Funding to support infrastructure investments that promote patient and staff safety, accessibility, and wellness. Funding would be used by four Federally Qualified Health Centers (Milwaukee Health Services, Inc (lead entity), Outreach Community Health Centers, Progressive Community Health Centers, and Sixteenth Street Community Health Centers) that serve about 80,000 patients combined to support improvements that promote patient and staff safety, accessibility and wellness, including investments that will promote ADA accessibility to these facilities for people of differing abilities to safely navigate building and parking areas, including elevator upgrades. Funding would also be used for equipment updates to mitigate the impacts of severe weather events and power outages that can disrupt the provision of health services.
